Proposed Second Hand Smoke Ordinance
Three out of four citizens in Dorchester County support an effort to protect their right to breathe clear air. The scientific evidence is clear that second-hand smoke is a proven cause of serious diseases and premature death. Twenty nine states have now passed smoke-free laws covering restaurants, bars and public places including the State of North Carolina which produces some 35% of all tobacco products in the United States. Over 700 municipalities and counties in the United State have also passed smoke-free laws.
A recent scientific study of restaurant and bar employees that breath second-hand smoke get the equivalent effect of smoking a pack of cigarettes in an eight hour period of work. A majority of restaurant and bar employees are now in full support of comprehensive smoke-free workplace practice with many restaurant and bar owners talking about how smoke-free policies are good for their businesses.
I support the proposed smoke-free ordinance for Dorchester County and believe elected officials should be held to their oath of office that states "I do solemnly swear to preserve, protect and defend the Constitution of this State and of the United States, So help me God". Included in the South Carolina State Constitution, Article XII, Function of Government are the words "The health, welfare, and safety of the lives and property of the people of this State and the conservation of its natural resources are matters of public concern".
South Caroline Title 44, Health, Chapter 4, Emergency Health Powers, Article 1. General Provisions, also states "the government must do more to protect the health, safety, and general well being of our citizens".
